About CHI and CHIMB
CHI is a database in wide use throughout NHSScotland. It contains data on patient demographics and some clinical information on aspects of healthcare screening and surveillance. The CHI number is, effectively, an NHS number and its use as a patient identifier makes it increasingly important to the implantation of "eHealth" (electronic health records (EHR) and other information and communication technologies (ICT) being introduced to healthcare in Scotland).

The CHIMB is appointed by the Chief Medical Officer and represents the Directors of Public Health to promoting transparency, accountability, and citizen-centricity in the healthcare sector. The Board scrutinises and makes decisions on applications to access the data within the CHI database, from across health and care in Scotland, and advises on connectivity of CHI database to other clinical management systems across Scotland. It does so in partnership with local health board data controllers and in accordance with the requirements of the Data Protection Act 1998 and other legal requirements.

As we continue our mission to maintain transparent governance of our health data, we are seeking a dedicated and passionate Lay Member to join our dynamic team.

Role Overview:
As a Lay Member of the CHIMB, you will play a pivotal role in ensuring the ethical and responsible management of health data. Your primary focus will be on information governance, data management, and upholding the principles of the '5 Safes Data Governance Framework, i.e. Safe People; Safe Projects; Safe Settings; Safe Outputs; Safe Data.' This is an exciting opportunity for an individual with a keen interest in promoting citizen rights and privacy within the healthcare landscape.

Key Responsibilities:

  1. Information Governance: Lead and contribute to the development and implementation of robust information governance frameworks to safeguard citizen health data.

  2. Data Management: Oversee the effective management of health data, ensuring compliance with regulatory standards and best practices.

  3. 5 Safes of Data Governance: Apply and champion the principles of the '5 Safes of Data Governance' – Safe People, Safe Projects, Safe Data, Safe Settings, and Safe Outputs.

  4. Stakeholder Collaboration: Collaborate with internal and external stakeholders, fostering partnerships that advance the CHIMB's mission of citizen-centric health data management.

  5. Policy Development: Contribute to the formulation of policies and procedures that align with ethical standards and legal requirements governing health data.

  6. Public Engagement: Represent the lay perspective in public forums and engage with citizens to ensure their concerns and expectations are considered in decision-making processes.

Organisation aims and objectives

NSS supports customers to deliver their services more efficiently and effectively. We offer shared services on a national scale using best-in-class systems and standards. The Community Health Index Management Board scrutinises and makes decisions on applications to access the data within the Community Health Index (CHI) database, and advises on connectivity of CHI database to other clinical management systems across Scotland.

Restrictions

Experience required: Qualifications and Experience: • A genuine interest in promoting citizen rights, transparent governance and privacy in the context of health data. • Proven experience in information governance and data management. • Familiarity with and understanding of the '5 Safes of Data Governance.' • Strong communication skills, with the ability to articulate complex concepts to diverse audiences. • Ability to collaborate effectively with stakeholders from various backgrounds.
