The role of a Panel Member is to listen and make legal decisions with and for infants, children and young people. They are there to ensure that the young person is at the heart of every decision taken – because every decision, no matter how big or small, has an impact. Panel Members are appointed for a three year period.

Organisation aims and objectives

Children's hearings Who decides that a child comes to a hearing? The Scottish Children's Reporter Administration (SCRA) are the central officers within the Children's Hearings system who decide whether a child should come to a hearing. Children may come before a hearing because they: have offended, have been neglected or abused and may need care or protection are out of the control of their parents have been absent from school without reasonable excuse have misused drugs or alcohol are in moral danger










Frequency and commitment details

Up to two hearing sessions per month. Pre Service there will be a training commitment over a three month period of approx 8-10 hours per week.


Experience required: Your training and experience as a Panel Member equip you with a range of transferable skills. These include: dealing with complex issues and communicating these with empathy and compassion when working with children, young people and families; principles and practices within the children’s hearings system, including law and procedure; chairing hearings; decision making and protecting rights. Other skills include: leadership, with others;, analytical thinking and communication/influencing skills.
Travel details: Hearings are held either face to face at the local hearings centre or virtually, online.

Expenses details: Out of pocket expenses, including child care, travel to the Hearings Centre, can be claimed.
Training details: The Children's Hearings Scotland Learning Academy is dedicated to supporting our trainee Panel Members to equip them with the skills required to be a Panel Member and provide continuous learning throughout the appointment period of Panel Members.
